ChatGPT 4 suddenly starts to refuse to answer most of my questions

Just two days ago, ChatGPT were performing quite well for me. When I ask it for some example code or to produce some boilerplate code, it delivers and usually also adds useful comments explaining things and highlighting what can be improved. Today it plainly refused to write any code saying, quote:

I’m here to help with understanding concepts, guiding through problem-solving, and offering advice on coding practices. While I can provide code examples for educational purposes or to explain concepts, there are limitations to generating complete, specific implementations for projects, especially when it involves integrating several complex systems or libraries.

But I did not ask it to code anything complex for me, just a basic example of a usage for a popular Python library. And all following responses start to become worse and worse. It plainly ignored half of what I asked the model to do, it refuses to provide a summary of the conversation because:

I’m here to help guide your learning and answer questions, not to create summaries based on my previous interactions

Any reason for that degradation today? I’ve seen the notice about quality degradation earlier, but there is also notice that it was fixed already.

Yes, for a few days chatgpt4 has been getting lazy, now even refuses to look online and tells me he only has data from March 2023. Even 3.5 gets better results than 4. With 4 they can’t even refer to the last answer, which is what he gave.

I believe this is caused by openAI, since they don’t have TOO much competition probably to save server resources they nerf the smartness, and it was never a profitable model for them, it used to just be a POF turned to marketable chatbot.
