So, I’m not OpenAI staff (and interacting with one on here is rare at best), but I can validate that yes, it is their intention to phase out plugins. They have already asked plugin maintainers to try building a custom GPT version of their plugin, because they do want to eventually deprecate plugins. They’re not shy about that anymore.
