429 - Too many Requests but no request done

I am trying for the first time to connect a software to OpenAI. I just registered and never made a Request.
From the first attempt to make a Query, the system returns “429 - Too many Requests” although the dashboard indicates 0 (Zero) request.
I have doubts if it is necessary to pay even to do a test, or if I configured something wrong in my API KEY, Projyect, etc.

429 - You exceeded your current quota, please check your plan and billing details Cause: You have run out of credits or hit your maximum monthly spend.
Solution: Buy more credits or learn how to increase your limits.

Putting at least $5 in should solve it for you.

Thanks for your response. It was just to test if it was useful or if I found any use for it. I thought there were some free test questions that could be asked.
Knowing this, I prefer no to test. I prefer not to spend money on something that I don’t know if I’m going to use or not.
