That is a project-specific view. Click “whole organization” and you will also see the amounts of credits you have previously paid, shown below the round pie chart of monthly usage.
There are no more free credits granted, and anybody that would have the $5 trial credits that were long-discontinued will also have had those expire.
To use the API, you must prepay to fund an account now.
