Why can't I upgrade my user tier

I have already paid 45$ and meanlessly used 6.8$ on gpt-4-turbo (it said should spent 5$ on API) since three days ago but I’m still free tier. And it’s really disappointed that there are no support. :smiling_face_with_tear:
