To me this is problematic not allowing a user to get to their billing using the very thing they are paying for an API interface.

Usually, the restriction exists for security and central billing control. If everyone with an API key could see or change spending, it could lead to accidental overspending or data exposure. But I agree, there could be a middle ground where users can view their own usage and costs without having full admin rights. Right now, most org setups force billing access only through an admin to avoid those risks.
