Really awesome to see that actual team is helping us out.
Openrout*r - is using stripe. For India, they have a new things called LINK app. This app is able to solve all the Indian payment issues related to RBI etc because they have licenses both in India and in US. So payments are smooth.
LINK allows almost all Indian Bank cards - credit and debit - to work smoothly.
Kindly request you to consider adding them as a payment gateway. Also stripe will help other countries like India as well.

Shocking that this issue would exist for Indians - open ais biggest adopters. Waste of critical time. Fix it. Now.
I would suggest people to choose a diff platform than OpenAI, I was facing the same issue (non-compliant e-mandate), hence I went for a diff cloud platfrom. You guys can try out Gemini/Claude etc. They are much more smooth. And it seems like the OpenAI guys are still struggling to solve this payment issue.
I guess passing on is taking a while
Same from Nigeria, Providus cards that work for everything else are failing here.
