Can a model be trained using PDF and text file documentation, and subsequently, can an API be developed to allow users to interact with the system on the subject matter covered in the PDFs through chat?

Yes. You can easily do this with Assistants.
You basically create a new Assistant, then add the files, add some instruction on how the AI to respond.
Then basically give your users a way to interact with your Assistant.
