Specifically Ranked Choice Voting

So, I GUESS I understand why (actually, no I don’t) Open AI would limit gpt from discussing subjects like how elections work (??) during election times, but I find it really strange that ChatGPT won’t explain to me how ranked choice voting works. I am very specifically asking for basic information using theoretical candidates named “Candidate A”, “B”, “C” etc, and I’m met with policy? What is even worse is when I email feedback, I’m met with ChatGPT giving me exactly the same response as below.

When pressed enough times, the reason is as I’ve stated above, but here’s the response:
