ただ、この画面はOpenAI Developer Community の新規トピック作成画面なので、書き方に少しコツがあります。
説明
画面の意味はこうです。

What is this discussion about in one brief sentence?
→ 「この話題は何についてかを、一文で簡潔に書いてください」 -
category…
→ 「カテゴリを選んでください」 -
optional tags
→ 「必要ならタグを付けてください」 -
下の大きい白い欄
→ 「本文を書く場所」
つまり、上の細い欄がタイトル、下の大きい欄が詳細説明です。
画像では
“Select a category before typing here.”
と出ていますので、
先にcategory を選ばないと本文が書けない状態です。
整理
入力の順番はこうです。
1．一番上の欄にタイトルを書く
たとえばこうです。

2．category を選ぶ
改善要望なので、候補としては

のような名前があれば、それに近いものを選びます。
実際のカテゴリ名はコミュニティ側の設定によります。

I would like to request a UI improvement for long-form ChatGPT use.
When writing long messages or reading detailed responses, the input box is fixed at the bottom of the screen. This causes too much eye and neck movement between reading and typing, especially for users who use ChatGPT for long, high-density discussions and document drafting.
Please consider adding an option to move the input box higher on the screen, or allow users to choose between different input box positions (top, middle, floating, etc.).
This would reduce neck and shoulder strain and improve usability for users who work with long text for extended periods.
