Quota exceeded error message and can't figure out why

I keep getting this error: “You exceeded your current quota, please check your plan and billing details. For more information on this error, read the docs: https://platform.openai.com/docs/guides/error-codes/api-errors.

I don’t know what quota this is… our monthly budget is 1/4 of the limit and we have auto re-charge in billing. Currently we have tier 3. We are using the API since months and now I can’t work because I can’t find what is this error exactly about. There is a limit of tokens and request PER MINUTE and a monthly budget, right? Anything else what is not listed?

I went through the settings 5 times and can’t find anything. Is this a temporary issue or am I missing something? I want to use the service.

EDIT.: I waited almost 24 hours, problem is still the same.
