Question about API Orgnization verification Upgrade

I currently hold a Tier 3 API account and repeatedly encounter the Organization Verification Requirement when applying for GPT-5 and other advanced GPT models. However, when attempting the API Organization Verification, I receive a Persona link that consistently shows as expired.

Does anyone know if upgrading to a Tier 4 API account would bypass the organization verification process? The current situation is quite frustrating.
