Pdfs and images can't be read in Chat gpt plus

I don’t know if this helps any, but my Subscription is ChatGPT Plus, and I can upload and use images at ChatGPT.com, also with the Windows (10) desktop app, and also with my Android app.
I wonder the problem is confined to specific geographic areas, or maybe specific connection points (servers) on OpenAI’s end.
