I am 13 years old, so I have not got a credit card, I can not add any credit card to that place. Why OpenAI does not supports developer children 
. Can I contact to the OpenAI for this, maybe they can support me?
You could ask a parent or guardian to create an account and ask their permision to use that.
If you have not used the API key even once, I am wondering if linking a credit card helped? was it helpful.
Also, was it usage quota or token quota which was being exceeded?

If you are under 18 you need your parents permission to use the API. The API is also not free, you’ll need a credit card to pay for it.
