Yes. Termination of the output prematurely is how it operates.
You should set it higher than any response you would ever receive, and it needs to be much higher still if using o1-xxx models.
It is just a safety to keep you from spending the maximum possible if the AI doesn’t end its output, goes crazy producing nonsense, or the internal reasoning goes into a loop.
Try 2000.

I would actually like to limit the number of characters in a message with this parameter, but it seems I will have to truncate the message on my side to avoid errors. Thank you very much for your answer!
You should talk to the AI about your desires. You can specify the maximum length in words, sentences, or paragraphs in the tool parameter description also, and you should have reasonable adherence.
