Is it against usage policies to install additional python packages to my current code interpreter instance? I have manage to install one package that allows to vectorize DALLE images but I don’t want to go against usage policies.

AFAIK there is nothing in the ToS that explicitly forbids adding other packages to the Code Interpreter environment, as long as they are not being used to access data or information that don’t belong to you.

Since this technique of installing additional packages has been around for a while I suspect there would have been a clear statement in the terms if this wasn’t allowed.
