Invited member cannot access api

I have registered as an organization and added a new member to my organization. The member, who has a expired free account is getting a “rate limit error”. Should the member also have an active account to access API? Can it not be billed to me, the organization?

They will have to create an API key of their own, and either set default billing organization of all API keys to the one they’ve been invited to, or will need to make API requests by including the organization ID.
