Through testing, it appears that ChatGPT reloads the entire conversation (BOF to EOF) on every response, rather than just processing the latest input.

This results in:

hey there, I appreciate this message and your call to action – I did exactly what you’re describing and I got a reply just now from Keith. (On top of the questions you listed, I also asked what they recommend we do in the meantime so that it doesn’t get even worse)
