I have a question with respect to inconsistency. does gpt 3.5 doesn’t have capability to understand mathematical expression and response like <12% or > 12%? And even isn’t it good at doing Analysis?

As a general rule of thumb, these are large language models and shouldn’t be relied on to be accurate at math.
That being said, they can perform extremely well if given tools. Look at GPT-4 with code interpreter, since it can write and execute python it’s able to accurately answer math questions.
Some other folks on this forum are shockingly clever and may have some suggestions to getting gpt 3.5 to do what you want, but my recommendation would be to use GPT-4.
