I'm throwing an over quota 429 error, but I have plenty of headroom

I haven’t used any of my quota in this billing cycle, but I’m throwing an error that I’m over quota.

When I logged into my account, my quota was reset back to zero. I raised it to my rgular limit I’ve been working with, but I’m still throwing the same error.

Do you still have credits?

Some users have been migrated to pre-paid plans, so pay as you go may no longer work as expected. Could that be the issue?
