You just need to add the credit and wait the requisite period, your Tier will be automatically upgraded.

Your first assumption is correct. Simply adding a payment method and purchasing a prepaid credit - which by no coincidence is a minimum $5 - will lift you beyond “free tier”. Actually using it is optional.
