I login with Email, and get the same notice. I cannot find the contact of the administrator.

Pratical trail:
I encountered this issue as well.
And I chose to clear my cookies in my Chrome about this website “chat.openai.com”.
Then I tried to log in again, and it could take a few minutes to wait for the recovery.
By the way, I experienced a certification of Clodflare right befor succeeding to Chatgpt.
