I am urge acces to GPT-4. And openai reqire paid 1 $ or more. So I use more than 1 $ on September. But the billing record only show the invoice of August, no September payment record right now. Why and how should I do?

Hi and welcome to the forum!

If it is really urgent you can switch the payment plan to advance payment.
In your screenshot is a button to cancel the billing plan. Click that. Next you create a new billing plan but this time it will be payment in advance.
Enter your credit card info, buy 1$ of credits and you will see that access to GPT-4 will be active (for example in the playground when using the model selector).
If you are out of luck you will need to wait another 24 hours or so but this should solve your issue the fast way.
