The new reasoning models are still in a process of slow roll-out in batches to groups of organizations. It remains that not all organizations have access yet.
On the limits page you show, the page with your available models and their limits, expand that list to show all models. Any which you can access, such as o1-preview will be there, while other models will just not be listed anywhere with a rate limit.
