In the email, there is a link to https://help.openai.com which is the help centre for account based issues, as this is the developer forum there is nothing that can be done from here.
If you go to the Help site and click on the 
icon, you can enter your issue and your email address to request a review. Please note that this is an very busy hub and it can take several weeks to receive a reply.
