Help me understand the enqueued token limit quota

After some trial and error, I’m still not entirely sure how the enqueued token limit quota works. I’m on Tier 1, where the limit is 90,000 tokens.

Could you clarify what this means in practice?

For example, if I need to send 1,000 requests, each containing approximately 2,000 tokens, does this mean that if I batch 40 requests (totaling 80,000 tokens), I must wait for one batch to complete before sending the next?
