This morning Chat GPT (using version 4) is telling me it can no longer search external databases such as PubMed. Has anyone else found this issue?

Concerning whether or not you are a subscriber, your prompt generation is rate limited as a function of free access to ChatGPT in terms of free account service usage.
Also, sometimes ChatGPT in terms of their server side API can have various access issues in terms of network transmission to and from various serverside databases, just like PubMed, so your problem in terms of being resolved requires more clarification.
