According to this BREAKING: OpenAI GPT-3 Now Open to Public [FREE] - YouTube video Gpt-3 is free now apparently although I don’t have the access to the original gpt-3 models. Do I have to reapply again?

Does this include Codex? And have any rules changed in regards to the content creation/ social media sharing terms of use?

Asking because if it’s free for all that opens up the possibility for engineers to create how to’s on prompt engineering, document their research etc.
