Getting "You exceeded your current quota, please check your plan and billing details." even though I have enough money

I’m just starting out with OpenAI and I have literally never made a single API request with my account. despite this, every time I try and use the services, I get an error saying “You exceeded your current quota, please check your plan and billing details.”. This error has been happening since last month. I saw a post from OpenAI staff saying this was a bug that has since been fixed, but I’m still having the same issue. Any advice?

What is the credit balance you have available? $0.00?

Do you see “add payment method”? An indication that you have not input a credit card yet to then purchase prepaid credits for use of API?
