Fine-tuning GPT2 with GPT4 responses, is it allowed?

I am not sure if this is the right place to ask but I need to know if it is legal/allowed to fine-tune GPT2 with GPT4 responses

You’re not allowed to use model responses to train competing models.

use output from the Services to develop models that compete with OpenAI;

Now, what exactly “Compete with OpenAI” means may be up for debate, but it’s easily arguable that using GPT-4 responses to train any model not controlled by OpenAI is a violation of the terms.
