This is not exactly a bug but i don’t know where to report this otherwise.
the question posed is ‘Did we get it wrong’. This would typically demand a response of yes or no which equates to ‘thumbs up’ or ‘thumbs down’
thumbs up = Yes you got it wrong (does not violate policies)
thumbs down = No you did not get it wrong (does violate policies)
But the notation after the question clouds the binary nature of the original question:
’ Please tell us by giving this response a thumbs down.’
That sentence indicates that a thumbs up also does not ‘tell you’, but a thumbs down does.

I would recommend stating the question as follow:
‘Did we get it right?’
And just remove ‘’ Please tell us by giving this response a thumbs down.’ altogether.
