I have an idea: Every state/country could have their own AI, and the citizens pay taxes for it. This AI would help the people in the country. This AI, that citizens pay taxes to, would help protect the country from threats, whether outside or inside the country. It would be there to protect the citizens. It would also help build up the country so it becomes good and strong - helping every human being, (So if there are evil extraterrestrials out there to harm humans, the AI would protect humans
