Dall-e-3 / create an images out of another image?

Hello - is it possible to create out of a given image some other image?
(eg. i have a cuddly toy and would like to create the toy in another environement and background)

I am able to create an image from a description with Dall-e-3 but is this also possible with a given image as source and a description?

DALL-E 3 was never offered on the edits API.

It would be the solution for the issue of gpt-image-1 having no actual ability of true masking to ever work, as they did have DALL-E 3 editing images in ChatGPT to see what it did.
