This is a reproducible bug with Codex usage metering.
Summary
The 5-hour usage meter decreases while I am actively using Codex immediately after a reset.
Environment
Codex Windows app v26.325.31654
Plan: Plus (no auto top-up)
Timezone: Beijing (UTC+8)
Same behaviour on web
Observed behaviour
5-hour window reset at 02:25 local time
Within minutes after reset, usage shows ~100%
While actively sending prompts / running tasks, the meter decreases:
~100% → 96% → 94% → ~90% over ~20 minutes
I am not blocked and can continue heavy usage
Windows app and web show identical values
Expected behaviour
Meter should reflect live consumption
After reset it should start low and increase with usage
UI should match enforcement
Key point
UI and enforcement are clearly using different sources of truth.
Interpretation (based on behaviour)
Looks like post-reset reconciliation of prior usage is being applied after the fact, while new usage is added in real time.
Impact
The usage dashboard becomes misleading during active sessions and cannot be trusted.
This is not:
timezone issue
client cache issue
Windows-only issue
Reproduces consistently across surfaces.

Second with time, later, decreased - this is also reflected on web. I will change to fast and pump commands at it because your help bot is not helpful and why not use what it’s giving me, unlimited usage
The usage meter shows how much of your limit is remaining. How much has been used can then be inferred. From what you described, this appears to be an issue with how the meter is labeled or described, rather than with the meter itself.
Did you look at the screenshots? My weekly limit is decreasing as normal, my 5 hour reduces from 100% downwards. The web usage panel displays the same backwards percent. It says I have used 100% of my 5hr usage at rest. I haven’t tried to go down to 0 to see what happens.
