**Title:** Desktop app ignores macOS 24-hour clock preference

**Environment:**

- macOS
- Time zone: Europe/Amsterdam
- macOS 24-Hour Time: enabled
- ChatGPT desktop app version: [from ChatGPT → About ChatGPT]

**Steps to reproduce:**

1. Enable 24-Hour Time in macOS Language & Region settings.
2. Restart the ChatGPT desktop app.
3. View a timestamp displayed by the app.

**Expected:** Times use system locale notation, for example `21:06`.
**Actual:** Times are rendered using AM/PM notation, for example `9:06 PM`.

The app should respect the operating system’s time-format preference. There is no separate time-format setting in the app.

Desktop app version: Version 26.1013.40934

Mac OS

Screenshot shows 9:06 PM while it should show 21:06.
