**Codex Desktop cannot update an existing shared workspace plugin — CREATE works, UPDATE returns 404**

We have reproduced what appears to be a backend/API issue when updating an existing plugin shared from Codex Desktop to a ChatGPT Business workspace.

Creating a new share works correctly.

Updating that same share in place does not.

Clean reproduction:

- CREATE plugin version 0.1.0 → works.

- Install shared version → works.

- Bump local plugin to 0.1.1.

- Codex correctly detects that the shared version is outdated and shows **Update**.

- Clicking Update fails before the bundle is uploaded:

`POST /backend-api/public/plugins/workspace/upload-url`

returns:

`404 Not Found: {"detail":"Not found"}`

- Creating a brand-new share from the exact same 0.1.1 bundle succeeds immediately.

The important difference in the Codex client implementation appears to be:

- CREATE calls `workspace/upload-url` without `plugin_id`.

- UPDATE calls the same endpoint with the existing `remotePluginId` as `plugin_id`.

So authentication, workspace access and the plugin bundle itself are all known-good. The failure is specifically triggered by the in-place update path.

This has also been independently reproduced on several Codex Desktop versions and is being tracked in **openai/codex #36929**.

Has anyone successfully updated an existing shared Business/Enterprise workspace plugin while preserving its remote plugin ID?

It would also be useful if OpenAI could confirm whether `workspace/upload-url` currently supports `plugin_id` for in-place updates, or whether this client functionality was released ahead of the corresponding backend support.
