Custom Domain verification does not work. DNS TTL set to 1 Minute via NameCheap on a brand new domain. All DNS Settings are accurate (A and TXT).
You can check the DNS Publicly (whatismydns, etc) and it shows the correct records but Sites > Custom Domain - Pending DNS changes. May take 24h to reflect.
It’s been 48 hours.

Reproduction

Steps or a minimal example prompt:

Change URL
Delete Custom Domain
Retry
Update DNS Record

End result on the domain is "Site not found" which clearly shows ChatGPT image and that message.

I figured it out.

Namecheap doesn’t like when you post the entire string which includes .domain.com in the TXT records so it was failing.
