What could be causing this?

The conversations are then inactive and I cannot post anything new. I notice that this happens when a response does not complete it’s message and ends with a flashing cursor.
I’ve had this happen multiple times to very long conversations.
You unknowningly answered your own question.
ChatGPT converts text to tokens and limits the number of tokens that a combined prompt and completion can have. If you read through the documentation on this site you should find it noted. I would look it up for you but it will be a good exercise for you to learn more.
