I’m getting a 403 response on trying to ask a question. Also, the send button keeps getting disabled from time to time. Is this is a known issue?

Are you using a VPN or proxy? If yes, turn it off and try again. You can also try using a phone with mobile data instead of your home Wi-Fi. Also, you can try a different browser to see if that works. Sometimes, these issues usually get fixed in a few hours.
