Hi everyone,
I’m trying to upgrade my OpenAI account to the Business Tier so I can fine-tune the advanced models (GPT-4.1, GPT-4o, o1).
However, in my dashboard I don’t see any option to create a Business workspace, enable Business billing, or change the service tier for my project.
Right now, the only models available for fine-tuning in my account are:
gpt-4o-mini
gpt-4o-mini-audio
gpt-4.1-mini
But the documentation says that GPT-4.1, GPT-4o, and o1 should be available for fine-tuning under the Business tier.
In my dashboard:
No “Project Billing” tab
No “Create Workspace” option
No “Upgrade to Business Tier” option
No “Service Tier” menu in the project settings
I created a project, added API keys, checked all settings — but the Business features simply do not appear anywhere.
Question:
Is it possible that my account is restricted and cannot access these models at all?
Or is there a hidden way to activate Business Tier or enable advanced model fine-tuning that I’m missing?
Any guidance or clarification would be greatly appreciated.

Hi! It’s easy to have confusion, mainly about the separation between ChatGPT and its subscription levels, and that its terminology is not at all applicable to the OpenAI API. There is no “business tier” - there is just pre-paying by purchasing credits so you can fund your API calls. Then models will be unlocked.
There’s a call-to-action in the platform site to get you started at upper right, “start building”, a wizard that may or may not be there.
See if I haven’t already written an answer for you!
Then it may take up to a few hours in some instances for a new organization to be unlocked even though you see your paid balance.
The onboarding with the wizard gives some free “mini” model usages, sometimes, that is not a free credit amount you can see - more easy confusion.

Models like o3 and gpt-5 further require ID Verification to be completed.
If the concern is fine-tuning, only o4-mini should be locked behind ID verification. OpenAI could change their mind, though.
I’m trying to find any signal in the platform site about availablity to an organization of particular AI models. If you distrust the UI of fine-tuning → create to provide you a correct listing of models which you could use for fine-tuning via API calls, it seems the organization limits is no better:
