Bug: Fresh same-chat context can be ignored before tool selection

Environment

  • Surface:
    ChatGPT Web / Desktop

  • Affected feature:
    context prioritization,
    tool selection,
    same-chat continuity

  • Exact browser / app version:
    not recorded

Bug

ChatGPT can ignore very recent,
highly relevant information
that already exists
inside the current conversation.

Instead of using that material first,
the system may trigger an external tool
or perform a new lookup.

This can happen even when
the required information was created
only a few hours earlier
in the same chat.

Concrete example

In a conversation called “VERKAUF”,
a product image,
price assessment
and related research
had already been created
within approximately
the previous four hours.

A later request asked for:

  • a short sales text
  • a concise description
  • a price recommendation

Instead of using
the fresh same-chat material first,
ChatGPT initiated
a new external lookup.

The required context
was already present.

The problem was therefore
not old or deeply buried context.

It was recent,
directly relevant
same-chat information.

Expected behavior

Before selecting an external tool,
ChatGPT should first check:

  1. the current user message

  2. recent messages
    in the same conversation

  3. user-provided images,
    files and artifacts

  4. confirmed information
    already established
    in the active workflow

Only after that
should external retrieval
be considered necessary.

Priority model

A useful priority order could be:

Current user request

→ recent same-chat context

→ user-provided files / images

→ confirmed project state

→ external tools / web retrieval

unless the user explicitly requests
a fresh external check.

Why this matters

Unnecessary tool use can:

  • slow down the workflow
  • duplicate previous research
  • introduce inconsistent information
  • ignore already confirmed decisions
  • create unnecessary external queries
  • make the assistant appear
unaware of its own recent work

For professional workflows,
recent same-chat information
should normally have
higher authority
than unnecessary new retrieval.

Important distinction

This is not primarily
a long-term memory problem.

The relevant information
was already present
in the active conversation.

The issue is prioritization.

The system selected
a new tool workflow
before properly using
fresh local context.

Acceptance criteria

  1. Recent same-chat context
    is checked before
    external tool selection.

  2. User-provided images and files
    receive priority
    when directly relevant.

  3. Confirmed recent information
    is reused instead of
    unnecessarily researched again.

  4. External retrieval is triggered
    when information is missing,
    stale or explicitly requested.

  5. Tool selection reflects
    the active conversation state,
    not only the latest sentence.

  6. The system distinguishes
    between “need new information”
    and “already have
    the information here”.
