Why the beta features are not available with history disabled?

Because beta implies testing. They use the data generated when users use beta features as beta testing to refine and improve these features until they are good and stable enough for a general release.
If you indicate you don’t want history enabled, OpenAI doesn’t store or track any data associated with that chat so they wouldn’t be able to use the data to improve those features.
Your use of beta features is an implicit agreement to do so as a beta tester and to share the data generated.
That is why the features are not available when history is turned off.
