Android app freezes after uploading 5+ images – file manager can't access folders, reboot required

After starting an upload of 5–6 or more images, the app becomes stuck on the loading screen.
At the same time, the system’s file manager either shows empty folders or takes a long time to respond before saying the folders don’t exist.
It feels like a resource deadlock — as if access to storage is blocked at a low level.
Only a full device reboot restores functionality and visibility of the files.

May/may not be related.

These are the same symptoms of an internet outage. Currently near New York city I am unable to reach certain web sites, e.g. https://arstechnica.com/, but Is it just me reports more than one site I can not access is up. So appears to be a local internet outage.

Update my access is back to normal.
